Proposed Marine Tariff Increase

The Office of Senator Angel L. Bolques Jr., Senator At Large, is conducting this survey to ensure that any proposed rate adjustments by V.I.P.A. reflect transparency, fairness, and the economic realities of Virgin Islanders—especially those on St. John, where higher import costs already affect daily living. Your input will help guide legislative oversight, promote accountability, and protect residents and small businesses from unreasonable financial burdens.

This survey seeks feedback from residents, business owners, and community stakeholders across the Virgin Islands regarding the Virgin Islands Port Authority’s (V.I.P.A.) proposed increases and new fees under its marine tariff structure.

Senator Bolques Stands Firm Against New Fees That Punish St. John Residents

St. John, U.S. Virgin Islands — Senator At Large, Angel L. Bolques Jr. is strongly opposing the Virgin Islands Port Authority’s (VIPA) proposed marine and parking fees, calling them regressive and unfair to the people of St. John—an island already carrying the highest cost of living and the least access to public services in the territory. The proposed fees include: An Additional Passenger Fee for Non-Drivers at the Red Hook Barge Ramp. A Cargo Overflow Staging Fee and A Paid Parking System at the Victor Sewer Marine Facility lot (across from the Cruz Bay Post Office). Unlike St. Thomas and St. Croix, St. John lacks full-service public infrastructure, including a fully operational fire station, a Human Services office, a Youth and Recreation Center, and medical facilities, among others. Many government departments do not maintain full local offices on St. John, and those that do often operate with limited hours, reduced staff, or restricted services. As a result, residents are often forced to travel to St. Thomas at their own expense for essential services, appointments, and basic necessities.

Senator Bolques Honors Fireburn Queens on Contract Day

BOLQUES BULLETIN - SEPTEMBER TO OCTOBER 2025 EDITION

Dear Virgin Islanders,Since the last edition of the Bolques Bulletin, I’ve remained fully engaged—immersed and focused in legislative hearings, meetings, site visits, and community events that reflect the pulse of our people. Whether advancing healthcare, preserving culture, or supporting economic growth, my work on your behalf continues—with consistency and conviction. I remain right here with you, doing the work every day. With gratitude, integrity, and purpose,

It is with immense pride and a deep sense of responsibility that I share the successful passage of our bill through the Committee of Budget Appropriations and Finance. This pivotal moment marks not just a legislative success but a monumental step forward in enhancing and expanding maritime education and opportunities in the Virgin Islands. Our journey to this point has been guided by a vision to foster a robust maritime sector, equipped with highly skilled professionals who are ready to lead and innovate. The amendments to Bill No. 35-0133, which we have championed, are a testament to our commitment to creating pathways for our youth in the fields of marine shipping logistics, maritime law, environmental studies, and more. This bill, with its focus on broadening the scope of maritime education and ensuring the return of scholarship recipients to contribute to our local industry, is a cornerstone in building a sustainable economic and educational framework for our islands.I am grateful for the support and collaboration of my colleagues, stakeholders, and the community in bringing this bill to fruition. As we move forward, let us continue to work together to implement these changes effectively and to open new horizons for our students and our maritime industry.Together, we are setting sail towards a brighter future for the Virgin Islands, bolstered by education, innovation, and dedication.

Senator-At-Large Angel Bolques Jr. Addresses Key Findings in Recent KIDS COUNT Reports and Calls for Collaborative Action

The BOLQUES BULLETIN - 2024 January - February Edition

A Bimestrial Update from the Office of Angel Bolques Jr. Senator-At-Large

Senator-At-Large Angel Bolques Jr. Congratulates Winners of the Crucian Christmas Festival Pageant and Celebrates the Success of the First-Ever Kidsville Event

Senator-At-Large Angel Bolques Jr. Congratulates Winners of the Crucian Christmas Festival Pageant and Celebrates the Success of the First-Ever Kidsville Event

OUR BILLS WERE PASSED IN THE LEGISLATIVE SESSION!

Senator-At-Large Angel Bolques Jr. BILLS WERE PASSED IN THE LEGISLATIVE SESSION!

Senator-At-Large Angel Bolques Jr. Thanks Colleagues for Legislative Successes and Extends Season's Greetings to the People of the Virgin Islands

Senator-At-Large Angel Bolques Jr. Thanks Colleagues for Legislative Successes and Extends Season's Greetings to the People of the Virgin Islands

Senator-At-Large Angel Bolques Jr. Joins In Celebrating Sky High Dominicana's Inaugural Flight Between St. Croix and the Dominican Republic

Senator-At-Large Angel Bolques Jr. Joins In Celebrating Sky High Dominicana's Inaugural Flight Between St. Croix and the Dominican Republic

Senator-At-Large Angel Bolques Jr. Praises EPA's Rigorous Water Quality Study in St. Croix - St. Croix – Senator-At-Large Angel Bolques Jr. commended the Environmental Protection Agency (EPA) for its detailed study on the drinking water quality in St. Croix under Project Number 2311021.

Senator At Large, Angel Bolques Jr. Extends Gratitude for Federal Response to Water Crisis in the U.S. Virgin Islands

Senator At Large, Angel Bolques Jr. Extends Gratitude for Federal Response to Water Crisis in the U.S. Virgin Islands

EPA Uncovers Unreported Liquefied Petroleum Gas at STX Refinery, Raises Significant Environmental Concerns; On May 25th, 1963, Thirty-One (31) African leaders convened a summit meeting to find the Organization of African Unity (OAU). They renamed Africa Freedom Day "African Liberation Day" and changed its date to May 25th, and this day has helped raise social and political awareness in African communities worldwide. It has also been a source of information about the struggles for liberation and development. The day's purpose was to mark the liberation movement's progress annually and to symbolize the people of Africa's determination to free themselves from foreign domination and exploitation.

Julius E. We celebrate the bonds of love and dedication she shares with her children and family, which is without bounds or conditions. We celebrate the women who raised us and showed us that no hurdle is too high and no dream is beyond our reach. As sons and daughters, we offer gratitude to the women who care for us, shape our values, and set us on a limitless future.
Mothers’ you are the rocks of our families and a community foundation.
In gratitude for their generous love, patient counsel, and lifelong support, we pay respect to the women who carry out the responsibility of motherhood with skill and grace. His office has been inundated with calls over the past two weeks regarding the commission being closed for at least the last few months due to what is being stated as "unsafe work conditions." Though Senator Bolques does not advocate working in an unsafe environment, Senator Bolques does not understand why the commission's Executive Director has not taken any actions to continue the commission's work via e-government protocols or collaborating with other government departments, agencies, boards, or commissions to work out of another location to curtail the lapse of services. "Based on several discussions with Taxi-Men and Taxi-Women, I am being told that employees are working from home and are unreachable or cannot provide the required service," Bolques stated. "Even in this hybrid and remote work era, leadership in those roles must still be held accountable for executing and completing their tasks and responsibilities." It was also brought to the Senator's attention that there is no online service option during this closure, further complicating the situation and impeding those needing plates, medallions, renewals, etc. "The fact that drivers cannot work legally because they cannot access services is completely unacceptable." Senator Bolques continued, "This is the livelihood and main or only source of income for these people, and the entire commission is responsible for this lapse in management, execution, customer service, and overall interest in assisting them; I have tried on numerous occasions to contact the office myself with no avail" Bolques concluded.

Congratulate Ms. Aliyah Boston #1 Pick WNBA

I would like to congratulate Ms. Aliyah Boston for yet another historic accomplishment for being selected as the overall number one pick in the WNBA 2023 draft!

On behalf of the Office of the Senator-At-Large, I am so proud of her and give thanks to her parents, who also were track stars, and her coaches who have groomed her,” Senator Bolques continued. “Michelle Smith is another shining example in a long legacy of outstanding student-athletes from the Virgin Islands who demonstrate that unprecedented accomplishments are attainable even amidst formidable challenges,” Senator Bolques concluded.
