Community Survey on V.I.P.A. Proposed Marine Tariff Increase
The Office of Senator Angel L. Bolques Jr., Senator At Large, is conducting this survey to ensure that any proposed rate adjustments by V.I.P.A. reflect transparency, fairness, and the economic realities of Virgin Islanders—especially those on St. John, where higher import costs already affect daily living. Your input will help guide legislative oversight, promote accountability, and protect residents and small businesses from unreasonable financial burdens. This survey seeks feedback from residents, business owners, and community stakeholders across the Virgin Islands regarding the Virgin Islands Port Authority’s (V.I.P.A.) proposed increases and new fees under its marine tariff structure.
Senator Bolques Stands Firm Against New Fees That Punish St. John Residents
St. John, U.S. Virgin Islands — Senator At Large, Angel L. Bolques Jr. is strongly opposing the Virgin Islands Port Authority’s (VIPA) proposed marine and parking fees, calling them regressive and unfair to the people of St. John—an island already carrying the highest cost of living and the least access to public services in the territory. The proposed fees include: An Additional Passenger Fee for Non-Drivers at the Red Hook Barge Ramp. A Cargo Overflow Staging Fee and A Paid Parking System at the Victor Sewer Marine Facility lot (across from the Cruz Bay Post Office). Unlike St. Thomas and St. Croix, St. John lacks full-service public infrastructure, including a fully operational fire station, a Human Services office, a Youth and Recreation Center, and medical facilities, among others. Many government departments do not maintain full local offices on St. John, and those that do often operate with limited hours, reduced staff, or restricted services. As a result, residents are often forced to travel to St. Thomas at their own expense for essential services, appointments, and basic necessities.

Many of these moments are too numerous to list, but each one strengthens my resolve to serve you with purpose, humility, and unmatched dedication. Whether advancing healthcare, preserving culture, or supporting economic growth, my work on your behalf continues—with consistency and conviction. I believe leadership means showing up, listening, and taking action—and that’s exactly what I’ve been doing. Here are just a few recent highlights: Attended the Ribbon Cutting Ceremony for the VI Diabetes Center of Excellence, expanding healthcare access for our residents. Toured Cruzan Rum, a cornerstone of our economy, to advocate for the strength of the Rum Cover-Over Program. Connected with the CDRA Board and attended the Cash Days Racing preview events, and met with and lobbied for support for the organization through VIPA and DSPR. Visited the Early Head Start facility with Lutheran Social Services to address pressing challenges and assisted them with WAPA issues. Licensing issues, and lobbied for appropriation. This decision follows extensive discussions with the National Park Service (NPS) regarding the commercial use authorization (CUA) fees impacting transportation services within the park.
